配置了hr提醒“员工转正提醒”，会在每月1号发送给提醒人即将转正的人员名单，
需要通过python code 实现，四位hrbp收到的人员名单是根据他们各自的员工范围控制的，即hrbp只能收到他们范围内的员工名单，规则如下：
